While switching from employee to contractor is often an individual decision, there have been significant changes in the overall workforce. A U.S. government study estimated that 22% of workers received income in the form of CI, with the highest growth over the 2001 to 2016 period occurring among those identified as the top earners. {1} So it`s not just a “secondary employment phenomenon” among second earners. The same report found that the largest number of CIs (men and women) were in the “professional, scientific and technical” sector, followed by the “health and wellness” sector – two categories that likely include clinical monitors, study coordinators and other clinical researchers. For the purposes of this article, independent clinical research contractors include all clinical monitors, clinical project managers, statisticians, medical monitors, data managers and medical authors hired for a specific project or period of time and not dedicated to an employer on a long-term basis. A fully funded student body is an agreement to provide funds to a student for research at the doctoral or master`s level. The student will conduct most of the research under academic supervision. The focus of the research will be the doctoral program itself and, ultimately, the awarding of a degree to the student. The funder will cover tuition fees and scholarship, as well as any necessary consumables/equipment/travel expenses. Applied research is the effort that (a) normally follows basic research, but cannot be separated from related basic research; (b) attempts to identify and exploit the potential of scientific discoveries or improvements in the fields of technology, materials, processes, methods, devices or techniques; and (c) attempts to advance prior art. When used by contractors in profitable applications, this term does not include efforts whose primary purpose is the design, development or testing of specific items or services to be considered for sale; These efforts fall within the definition of “development” below. Development as used in this Part means the systematic use of scientific and technical knowledge in the design, development, testing or evaluation of a potential new product or service (or an improvement to an existing product or service) to meet specific performance requirements or objectives. It includes the functions of design engineering, prototyping and engineering testing; It excludes the technical effort entrusted to subcontractors for the sole purpose of developing an additional source for an existing product. Reimbursement, as used in this Part, means the recovery by the Government of one-time government-funded costs that sell, lease or license the resulting products or technologies to purchasers other than the federal government. 35.002 General. The main objective of contracted R&D programmes is to promote scientific and technical knowledge and to apply that knowledge to the extent necessary to achieve the objectives of the Agency and the Member States. 35.003 Directive. (a) Use of contracts. Contracts can only be used if the primary purpose is the purchase of supplies or services for direct benefit or use by the federal government. Grants or cooperation agreements should be used where the main objective of the operation is to stimulate or support research and development for other public purposes. (b) cost-sharing. 35,004 Publication of needs and expansion of research and development sources. a) In order to obtain a broad base of the best contractors from the scientific and industrial community, agencies must continuously research and develop sources (including small enterprises) responsible for carrying out R&D work, in addition to the requirements of Part 5. These efforts should include: (1) early identification and publication of the Agency`s R&D needs and requirements, including government-wide Point of Entry (POM) publication (see Part 5); (2) cooperation between technical, contract and public personnel of small enterprises at an early stage of the contracting process; and (3) provide R&D contacts to agencies to identify potential sources. b) See subsection 9.7 for information on R&D pools and subsection 9.6 for team agreements. 35,005 Work instructions. a) A clear and comprehensive description of work in the field of exploration (for basic research) or on the final objectives (for development and applied research) is essential. .
